In his first term, Trump instituted the State Sponsor of Terrorism (SSOT) designation, an illegal unilateral sanction. The SSOT continued under Biden and is still in place. It has imposed all too familiar suffering on the Cuban populace.

The U.S. Embassy in Havana, under Marco Rubio’s State Department, has refused to issue visas for numerous Cuban athletes and coaches, which has stopped them from competing in pre-Olympic qualifying events.
